Description
The City and County of Denver, through Denver International Airport, is soliciting Statements of Qualifications from qualified infrastructure financing and master development partners for a phased development program across four priority commercial development districts. Selected firms will collaborate with the City to plan, finance, and deliver enabling horizontal infrastructure; support vertical commercial development and tenant attraction; and structure long-term ground leases, revenue participation, and value-sharing arrangements. The opportunity seeks firms with experience in master-planned and infrastructure-led development, public-private partnerships, airport or transit-oriented development, capital deployment, entitlements, permitting, multi-phase delivery, land lease transactions, and public-sector coordination. The estimated infrastructure need is approximately $575 million to $735 million over 15 years, with an anticipated partnership duration of 50 years or more. The Stage I response requires a Submittal Narrative addressing cost effectiveness, financial capacity and approach, team qualifications and experience, development approach and vision alignment, comparable projects, and an EDI Plan, along with the Submittal Acknowledgement Letter, Submittal Data Form, Disclosure of Legal and Administrative Proceedings and Financial Condition, Districts of Interest Form, and, if applicable, the DEN Conflict Questions Submission Form. Addendum Two requires acknowledgment in the Submittal Acknowledgement Letter and provides official answers to proposer questions. The solicitation also identifies contractor and employee licensing, background checks, insurance, and security-badge requirements.
