Description
The North Carolina Department of Public Instruction is conducting a Request for Information to identify commercially available financial management software and implementation services for modernizing its financial management ecosystem. The system would support education funding allotments, cash management and ACH file transmission, fiscal grants management, forecasting and scenario planning, general finance and accounting, reporting and analytics, data management and integrations, document governance, security, workflow automation, and related capabilities. NCDPI manages approximately $14 billion in state and federal funds and supports 115 school districts or local education agencies and more than 200 independent public schools. The proposed solution should integrate with the North Carolina Financial System, public-school-unit finance systems, the Finance Data Platform, banking interfaces, and other relevant systems. NCDPI is open to single-platform, best-of-breed, modular, prime-integrator, channel-partner, and professional-services approaches, including responses addressing only selected capabilities. Respondents should describe solution architecture, implementation phasing and sequencing, assumptions, integrations, security and accessibility controls, licensing, support, staffing, training, change management, and cost estimates. NCDPI's preferred enterprise cloud platform is Microsoft Azure, and the agency expects modernization to be substantially completed within approximately three years. This RFI is for market research and future procurement planning and does not constitute a commitment to award a contract.
