Description
The Hawaii Paroling Authority is soliciting proposals for a transitional residential Therapeutic Living Program for male and female parolees on the islands of Hawaii and Kauai. The program must provide structured therapeutic living, substance-abuse recovery support, relapse and recidivism prevention, case management, individual/group/family counseling or referrals, life-skills and vocational support, community-resource linkages, recovery planning, assessments, progress reporting, and discharge planning. Services must include at least 15 hours per week of face-to-face therapeutic activities per parolee and must comply with applicable Hawaii requirements, ASAM placement criteria, confidentiality rules, health and safety standards, staffing qualifications, and quality-assurance obligations. The initial contract term is 24 months, from December 1, 2026, through November 30, 2028, with up to two additional 12-month extensions. The estimated funding is $100,000 for the initial two-year period, allocated as $80,000 for Hawaii and $20,000 for Kauai. Proposals require a comprehensive program application, experience and past-performance information, staffing and organization details, service-delivery approach, pricing and budget materials, financial statements or audits, required certifications and compliance documentation, and proof of liability insurance.
