Description
The County of Maui Department of Human Concerns is soliciting proposals from qualified for-profit or nonprofit organizations to serve as the Program Administrator for a Special Medical Needs Power Supply Program. The program has $150,000 in available funding and is intended to help Maui County residents who rely on electrically powered, life-sustaining medical equipment obtain backup power systems so they can shelter safely during outages. The administrator will manage applicant intake and eligibility screening, verify medical necessity and residency, assess backup systems capable of providing at least four hours of power, coordinate procurement and professional installation, support maintenance and replacement, provide mandatory household safety training, and document payments. The administrator must apply a prioritization framework based on medical urgency, distance from continuously powered emergency facilities, and socioeconomic or medical vulnerability, and submit comprehensive performance reports every three months. The contract is for one year with a possible additional one-year extension. Proposals will be evaluated on experience, implementation capacity, technical soundness and safety, reporting, fiscal accountability, and cost-effectiveness.
