Description
East Goshen Township is soliciting proposals from qualified professional planning consulting firms to prepare an updated Comprehensive Plan in accordance with Pennsylvania's Municipalities Planning Code. The selected consultant will assess existing demographic, housing, land-use, economic, transportation, infrastructure, environmental, historic, and community-facility conditions; conduct extensive public participation; develop a vision, goals, policies, future land-use plan, and functional plan elements; and prepare an implementation strategy with priorities, responsible parties, estimated costs, funding sources, timeframes, and performance measures. The scope also includes zoning and subdivision ordinance recommendations, capital-improvement and grant-opportunity recommendations, adoption support, and GIS deliverables including a geodatabase, shapefiles, metadata, PDF maps, and high-resolution graphics. Required proposal content includes a cover letter, firm qualifications, project team and resumes, at least five comparable comprehensive plans completed within the last ten years, a technical approach, a cost proposal, and at least five municipal references. The proposal must address total and task-level costs, hourly rates, reimbursable expenses, optional services, and subconsultant costs. The successful consultant must maintain specified commercial general liability, professional liability, workers' compensation, and automobile liability insurance, with certificates due before contract execution.
