Description
Radnor Township is seeking a contractor under a single prime contract to provide all labor, materials, equipment, transportation, and temporary facilities for parking, accessibility, and site improvements at Fenimore Woods. The work includes repaving existing asphalt and gravel parking lots; installing porous asphalt, pedestrian trails, drainage and other utilities, concrete sidewalks and curbs, detectable warning surfaces, signage, and site furnishings; and completing grading, topsoil placement, landscaping, and site restoration. Contractors must provide traffic control, flaggers, barricades, temporary water and sanitary facilities, construction fencing, debris removal, and continued emergency access. Work hours are 7:00 AM to 5:00 PM, Monday through Friday, and utility interruptions require 72 hours' notice. The project is a fixed-fee construction contract with a substantial-completion deadline of May 14, 2027 and liquidated damages of $870 per day for late completion. Bidders must comply with Pennsylvania prevailing-wage requirements, PennDOT standards and prequalification requirements, Radnor Township's responsible-contractor requirements, and the specified bonding, insurance, and bid-submission requirements. The virtual pre-bid meeting was not mandatory, and Addendum No. 2 requires acknowledgment of the meeting minutes and confirms the October 21, 2026, 10:00 AM EST bid deadline.
