Description
The Department of the Air Force is conducting a Request for Information to inform a potential future Request for Lease Proposal for enhanced-use leases or other surface-use agreements on underutilized Air Force land. The contemplated uses include mineral processing facilities and related surface operations such as separation, purification, milling, smelting, washing, furnaces, concentrators, and refineries, including processing of rare earth elements and other critical minerals. The RFI does not seek exploration or extraction of subsurface minerals, and the Air Force will not provide raw mineral inputs or purchase refined outputs. Respondents should describe their organization and experience developing and operating surface mineral processing projects; identify suitable minerals, installations, sites, and site-selection criteria; discuss deal, financing, lease-term, infrastructure, utility, transportation, environmental, security, workforce, community-engagement, hazardous-material, reclamation, and NEPA considerations; and address mitigation strategies for site-specific constraints. Potential locations include Mountain Home Air Force Base in Idaho, Luke Air Force Base in Arizona, Kirtland Air Force Base in New Mexico, and Hill Air Force Base in Utah, with respondents also invited to identify other Air Force installations. This is market research only and is not a lease proposal solicitation or a commitment to issue a future solicitation.
