Description
Federal Prison Industries, operating as UNICOR, is soliciting proposals for a five-year, firm-fixed-price, indefinite-delivery/indefinite-quantity multiple-award contract covering 12 lots of steel materials. The lots include angle, bar, coil, beam, plate, round carbon, sheet, spring, and tube steel, with estimated quantities listed in the required pricing spreadsheet. The contract includes economic price adjustment based on the specified Producer Price Index and a guaranteed minimum of $1,000 over the contract duration. Materials must be delivered FOB destination to UNICOR facilities in El Reno, Oklahoma, and Milan, Michigan. Requirements include specified ASTM and dimensional standards, packaging and pallet limits, corrosion and moisture protection, bundle markings, heat/cast analysis reports, recycled-content notifications for Milan shipments, and OEM Certificates of Conformance for applicable deliveries. Initial delivery is required within 21 days after the first order and subsequent orders within 14 calendar days. Offerors must submit pricing for all items in any proposed lot, an electronic proposal, the completed ACH form, the Business Management Questionnaire with three relevant references, manufacturer information if acting as a distributor, ISO 9001 certification or a quality management system, and acknowledgment of amendments. A sample of Lot 11 sheet steel is required from non-incumbent offerors.
