Description
Federal Prison Industries, operating as UNICOR within the Department of Justice, is soliciting proposals for a five-year, firm-fixed-price, indefinite-delivery/indefinite-quantity multiple-award contract covering steel materials in multiple lots. The requirement includes angle, bar, coil, beam, plate, round, sheet, spring, and tube steel, with revised pricing spreadsheets identifying estimated quantities and lot assignments. Amendment 0001 adds questions and answers, revises certain spreadsheet line classifications, and extends the proposal deadline to September 24, 2026, at 2:00 p.m. Eastern Time. Materials must be delivered FOB destination to UNICOR facilities in El Reno, Oklahoma, and Milan, Michigan. Requirements include ASTM and dimensional standards, scale pricing, lead-time information, packaging and pallet limits, corrosion and moisture protection, bundle markings, heat/cast analysis reports, recycled-content notifications for Milan shipments, and OEM Certificates of Conformance for applicable deliveries. Initial delivery is required within 21 days after the first order and subsequent orders within 14 calendar days. Offerors must submit pricing for all items in each proposed lot, an electronic proposal, the completed ACH form, the Business Management Questionnaire with three relevant references, manufacturer information if acting as a distributor, ISO 9001 certification or a quality management system, and acknowledgment of amendments. A sample of Lot 11 sheet steel is required from non-incumbent offerors.
