LEGAL NOTICE Ada County Highway District REQUEST FOR PROPOSAL FY27 Stormwater Basin and Swale Vegetation Management Services ENV27-01 Sealed proposals for FY27 Stormwater Basin and Swale Vegetation Management Services will be received within the Ada County Highway District (ACHD) eProcurement portal, https://procurement.opengov.com/portal/achdidaho, until 3:00 pm (local time), Wednesday, September 16, 2026, at which time the proposals will be publicly opened via Zoom. ACHD will conduct the bid openings scheduled for that date and time individually and in an order established solely by ACHD that best suits its business needs. All proposals must be electronically sealed and submitted via ACHD's eProcurement portal https://procurement.opengov.com/portal/achdidaho. Manual/Paper bids will be deemed non-responsive. Description

Ada County Highway District seeks competitive proposals from qualified firms for FY27 stormwater basin and bioretention swale vegetation management services. The scope includes vegetation and weed control; dry, wet, and bioretention basin maintenance; aquatic weed and cattail-root removal; wood-mulch maintenance; edging; seasonal cleanup; tree pruning and removal; fire-hazard trimming; sprinkler maintenance, repair, and winterization; irrigation scheduling and audits; seeding, seed-bed preparation, compost broadcasting, and spot seeding; and related site cleanup. Contractors must protect desirable vegetation, follow applicable safety requirements, provide activity reporting, and use ACHD's plant guide to distinguish desirable and undesirable species. The proposal must address firm history, relevant experience and references, project examples, qualifications, licenses and certifications, key personnel, project understanding and approach, an implementation schedule, cost schedules, and required questionnaire responses. The solicitation also requires acknowledgment of addenda and identifies a potential post-award requirement for 100-percent payment and performance bonds; no bid security is required at submission.
