Description
Texas State University seeks one or more providers for ongoing mail house services, primarily supporting its Admissions Office, with services available to other university departments. The scope includes storing and fulfilling approximately 920,000 to 1,000,000 pieces of inventory annually; providing a web-based ordering and inventory-tracking portal; processing mailing lists through address validation, deduplication, and presorting; and preparing and mailing publications using the university's nonprofit bulk-mail permit. Services also include folding, tabbing or gluing, collating, inserting, sealing, addressing and labeling, metering and applying postage, on-demand printing and copying, proofs, USPS documentation, and pickup and delivery of publications. The provider must generally complete mailing requests within 72 hours, assign a dedicated account representative, and use available postal discounts. Responses must include a separate qualifications proposal and pricing and delivery proposal. The qualifications response must address company background, up to five relevant projects from the past five years with three reference letters, service methodology, capabilities, quality controls, equipment and contingency plans, proposed subcontractors, warehouse conditions, and key personnel. A completed VetHUB subcontracting plan is required. The solicitation also requires an Execution of Offer, Non-Collusion Affidavit, and Procurement Solicitation Questionnaire; HECVAT and VPAT are conditional. Proposals must be submitted electronically through the TXST MarketPlace (Jaggaer) System by November 13, 2026, at 5:00 p.m. CT.
