Description
The Ohio Housing Finance Agency is seeking an Ohio-based strategic media agency to develop and execute a comprehensive, data-driven, statewide advertising strategy promoting its homebuyer programs. The campaign is expected to run primarily from early March through the end of June 2027 and target first-time homebuyers, particularly those with credit scores of at least 650 and annual incomes below $85,000, including audiences in previously underserved counties. The selected agency will plan and place advertising across channels such as connected television, podcasts, online advertising, social media, broadcast and streaming radio, and print; direct consumers to myohiohome.org; optimize media spending; and provide performance analysis. The response must address firm experience, qualifications, relevant work samples, proposed staff and resumes, at least three former-client references, a flat-fee cost proposal, litigation and regulatory disclosures, other qualifications, and a draft implementation timeline. Work samples must be provided in non-flattened PDF format under 20 MB, with Google Drive or ZIP access permitted if necessary. The advertising-placement budget is approximately $350,000, excluding the vendor fee.
