Description
South Central Transit Authority, on behalf of itself, Susquehanna Regional Transportation Authority, Lebanon Transit, and Luzerne County Transportation Authority, seeks a qualified advertising firm to manage a multi-agency transit advertising program. The contractor will develop and implement sales and marketing activities; solicit advertisers; administer advertising contracts; coordinate artwork and production; produce, install, inspect, maintain, and remove advertising; collect and account for revenue; maintain records; and provide periodic reports. The scope covers exterior and interior advertising on fixed-route buses and shared-ride vehicles, including specialty advertising and vehicle wraps, as well as advertising on transit shelters and designated facilities. The contractor must comply with each participating agency's advertising policies, operational and safety requirements, content-approval procedures, access and maintenance requirements, and federal and Pennsylvania requirements. Proposals must include a separate financial arrangement for each participating authority, including revenue-sharing percentages, guaranteed payments if applicable, payment methodology and schedule, and shelter-advertising terms. The contract has a two-year base term with three additional one-year extension options, for a maximum potential term of five years.
