Description
The City of Columbia is seeking a contractor to sell, negotiate, manage, operate, install, maintain, and remove external advertising on the City's Go COMO transit buses and vans. The contractor must obtain City approval for each advertising agreement and sign or wrap design, provide advertising inventories and agreements, maintain a professional appearance, replace damaged or weathered materials, and remove advertisements at contract expiration or termination. Advertising must comply with the City's content restrictions, including prohibitions on political, religious, alcohol, tobacco, cannabis, prescription pharmaceutical, adult entertainment, misleading, and other specified content. Full wraps must leave 50% of passenger and driver-required window space uncovered, and buses may not be out of revenue service for more than one working day during wrapping or unwrapping. The contractor will negotiate advertiser agreements, provide monthly financial statements, pay the City through a commission split with a minimum annual guarantee proposed by the offeror, and submit a detailed revenue and performance plan. Proposals must address organizational experience, at least three similar projects, personnel qualifications, advertising sales and management strategy, transition planning, pricing, communication, production, placement, reporting, and any proposed outsourcing. The solicitation requires annual advertising revenues of at least $500,000 for each of the last three years, with transit advertising experience preferred.
