Description
The City of Clifton is soliciting proposals from an experienced community development specialist to provide planning and technical services for Community Development Block Grant activities and applications for federal funding. The scope includes preparation of annual action and consolidated plans, certifications, SF-424 and other HUD submission documents, environmental reviews and submissions through HUD’s HEROES program, eligible-area and project surveys, CAPER and grantee performance reports, federal reporting, IDIS and eSnaps work, HUD questionnaires and information requests, Section 3 reporting, biweekly drawdowns, subrecipient monitoring, and related technical assistance. CARES funding may also need to be incorporated depending on further HUD notification. The consultant must certify training in HUD’s Community Planning and Development Integrated Disbursement and Information System and have one year of current experience with the system. Proposers must provide qualifications, education and experience, references, and experience with CDBG-funded programs. The contract period is one year from contract award, and the proposal requires the specified New Jersey compliance certifications and disclosures, including a notarized Non-Collusion Affidavit and completed proposal form.
