Description
The City of Palm Bay's Utilities Department is soliciting bids for comprehensive lockbox services supporting utility, sanitation, and stormwater payments. The selected provider must retrieve remittances from the City's USPS lockbox, securely transport and process checks and electronic payments, maintain chain-of-custody controls, handle regular, partial, excess, multiple-check, check-only, returned, and exception items, and deposit funds into the City's designated banking account. The scope also includes daily processing and reporting, high-quality check and remittance imaging, secure data transmission compatible with SpryPoint, reconciliation information, exception-item handling, customer-payment and personally identifiable information safeguards, and transition services from the incumbent provider. The agreement requires a three-year initial term with renewal options of twelve-month periods up to a cumulative ten years. Bidders must provide pricing, vendor information, a work plan for transition, references, and the specified affidavits and acknowledgments.
