Description
Lake County, Florida is soliciting a collection agency to collect fees associated with emergency medical services provided by Lake County Fire Rescue, including reimbursement from current and former employees. The contractor must provide end-to-end billing and collection services, including claims filing, invoicing, electronic and paper billing, payment processing, account research and skip-tracing, patient and payer inquiries, returned-mail handling, payment-plan negotiations, probate and bankruptcy monitoring, customer service, and litigation support when authorized by the County. The contractor must supply and maintain the required billing technology, electronic records, secure patient payment website, reporting, data access, disaster recovery, and security controls. The scope includes HIPAA compliance, a designated HIPAA Compliance Officer, a Business Associate Agreement, multilingual customer service, ADA-compliant systems, and compliance with applicable debt-collection laws. The response must include the County's submission form, law-compliance affidavit, pricing sheet, references, addenda acknowledgments, collection-agency registration and licensing evidence, W-9, insurance or evidence of insurability, proposed solution, continuity-of-operations plan, sample reports, HIPAA Compliance Officer resume, Notice of Privacy Practices sample, financial-stability statement, and litigation information.
