Description
The South Carolina Technical College System is seeking one contractor to provide strategic media planning, media purchasing, placement, optimization, inventory management, and performance reporting for recruitment, workforce, outreach, training, and economic development campaigns. Services may include traditional, digital, mobile, streaming, social, print, broadcast, outdoor, event, email, and emerging media. The contractor will develop campaign strategies and budgets, solicit and evaluate media proposals, negotiate rates and value-added opportunities, place authorized media, monitor performance, provide optimization recommendations, and prepare post-buy analyses and quarterly reports. The System will provide creative assets and messaging, while the contractor will pay authorized media placement costs directly and receive reimbursement under the contract terms. Offerors must submit separate technical and business proposals. The technical proposal must address the Section III requirements, proposed collaboration and communication methodology, relevant experience, two comparable case studies, qualifications, and subcontractor information. The separate price proposal must provide pricing for the initial term and four renewal terms, including the proposed commission and fee structure based on a hypothetical annual media spend of $1,000,000. A signed Cover Page and Page Two, three comparable contract references, and required financial and business-history information are also required.
