Description
Saint Paul College seeks a media buying partner to develop and manage an annual paid media strategy supporting inquiries, applications, enrollments, and awareness of the value of a two-year technical and community college education. The scope includes audience and geographic planning, budget allocation, campaign calendars, measurement and attribution, paid social, paid search, display, video, programmatic, connected TV, streaming radio, podcast and digital audio, local radio, broadcast or cable television, print, billboards, transit, and station or shelter placements. The selected firm will negotiate placements, manage targeting, retargeting, testing, optimization, schedules, artwork specifications, affidavits, and proof-of-performance documentation. Weekly reporting, dashboards, conversion attribution, and recommendations for correcting underperforming campaigns are required. Creative and production services are optional and would be scoped separately. Respondents must propose tiered annual investment levels with channel mixes, reach and frequency estimates, working media separated from fees and commissions, and transparent pricing. The initial term is one year, with up to two additional one-year renewals at the college's discretion. Proposals must address company experience, relevant enrollment campaigns, strategy, an October 2026-May 2027 campaign calendar, pricing, reporting, and references, including at least three references.
