Description
The Colorado Workforce Development Council, through the Colorado Department of Labor and Employment, is seeking a marketing agency to increase awareness and adoption of skills-first practices among employers, job seekers, learners, workforce professionals, economic development professionals, and educators. The selected vendor will inventory existing national, state, and local resources; develop audience-segmented outreach and paid-media strategies; create campaign collateral and creative assets; purchase, manage, and optimize media; and track and report campaign performance. Deliverables include an inventory document, strategy and outreach plan documents, creative assets and design files, bi-weekly return-on-investment reports, a campaign recap and final evaluation report, monthly billing and reconciliation, a stakeholder-engagement plan, and a materials-review process. Creative work may include project management, art direction, graphic design, video and audio production, copywriting, and Spanish translation. The campaign must consider culturally and linguistically diverse and underserved populations. Proposals must include similar campaign examples, organizational and key-personnel qualifications, at least three client references, resumes for key staff, an action plan and methodology, quality-assurance and reporting processes, and detailed itemized pricing.
