Description
The Colorado Department of Labor and Employment, for the benefit of the Colorado Workforce Development Council, seeks a marketing agency to increase awareness and adoption of skills-first practices among employers, job seekers, learners, workforce professionals, economic development professionals, and educators. The work includes inventorying existing national, state, and local resources; developing audience-segmented outreach and paid-media strategies; creating campaign collateral; purchasing and optimizing traditional and nontraditional media; and tracking campaign performance. The selected vendor will develop strategy and tactical media plans for approval, negotiate media rates and placements, produce accessible creative assets including graphic, video, audio, copywriting, and Spanish-language materials as needed, manage campaign delivery and trafficking, provide bi-weekly return-on-investment reports, optimize tactics during the campaign, reconcile media and billing, and deliver a final campaign recap and evaluation. Required proposal content includes organizational qualifications and similar campaign examples, at least three client references, key personnel qualifications and resumes, methodology and technical approach, an action plan, quality-assurance and reporting processes, and detailed itemized pricing.
