Description
The County of Orange Health Care Agency is seeking applications from qualified organizations to act as a fiscal intermediary and third-party administrator for CalAIM Transitional Rent and Behavioral Health Services Act housing interventions. The contractor will receive, review, and process approved invoices; disburse rental subsidies and other housing intervention payments to approved payees by electronic payment, check, or credit card; and invoice the County monthly in arrears under an administrative-fee model. Required services include collecting and retaining lease, W-9, invoice, and occupancy documentation; maintaining client-level financial records for 10 years; providing monthly consolidated financial reports, quarterly aged-payables reports, and annual summaries; responding to inquiries within two business days; participating in monthly meetings; maintaining internal controls and audit-ready records; and complying with applicable California Department of Health Care Services, CalAIM, and Behavioral Health Services Act reporting requirements. The contractor may not determine participant eligibility, negotiate lease terms, commit funds beyond approved invoices, or act as a landlord, property manager, broker, case manager, fiduciary, or unauthorized agent. The selected contractor must also maintain a secure, accessible administrative facility and support timely payment processing, documentation review, customer service, compliance, and quality assurance.
