Description
East Valley Water District is soliciting engineering design services to assess Plant 134 and develop a technically supported, prioritized, and implementable master plan. The facility treats State Water Project and Santa Ana River water and is intended to reliably produce up to 8.0 million gallons per day of finished water while maximizing use of Santa Ana River water. The scope includes facility condition, capacity, reliability, and remaining-useful-life assessments; source-water quality analysis; evaluation of screening, coagulation, ultrafiltration, granular activated carbon, disinfection, iron and manganese, and disinfection-byproduct control; and assessment of backwash water and treatment residuals management. The consultant must evaluate alternatives, including pretreatment, TOC and DBP control, residuals treatment or disposal, and potential sanitary-sewer discharge, then prepare planning-level costs, implementation sequencing, and a prioritized capital improvement program. Required deliverables include technical memoranda, workshops, a draft master plan, and a final master plan.
