Description
Opportunities for Ohioans with Disabilities seeks consulting services to identify ways to expand competitive integrated employment for people with intellectual and developmental disabilities, particularly through vocational rehabilitation and home- and community-based Medicaid waiver services. The contractor will assess Ohio’s existing services and provider capacity, gather input from individuals, families, providers, employers, and other stakeholders, and compare Ohio’s systems with those of five other states. The contractor will deliver reports on survey and stakeholder findings, Ohio’s regional service landscape, national comparisons, recommended service enhancements, and implementation methods, along with tools to support statewide implementation and a final presentation. The proposal must include a technical proposal and a separate cost proposal, including a completed financial supplement. The technical submission includes experience summaries for at least three similar projects, a company overview, a community engagement and accessibility plan, a work plan, and a staffing plan. Required compliance materials include the affirmation and disclosure form, declaration statements, and the applicable OPERS acknowledgment or non-applicability statement. The preference certification form is required only when claiming a Buy America, Buy Ohio, or Veterans Preference.
