Description
Workforce Alliance of South Central Kansas is soliciting providers to deliver Workforce Innovation and Opportunity Act Youth Program services for primarily out-of-school youth ages 16–24 who face barriers to education and employment. The scope includes outreach, recruitment, case management, work experience, tutoring and dropout recovery, leadership development, adult mentoring, supportive services coordination, follow-up services, counseling, financial literacy, entrepreneurial skills, labor-market information, and postsecondary preparation. Occupational skills training will be handled through a separate procurement, although providers must coordinate referrals and related services. Providers may offer services in person, virtually, or through a bundled and collaborative model, and must support work-based learning, employer connections, performance tracking, and required technology systems. At least 25% of allocated funds must support paid or unpaid work experiences. The estimated funding is approximately $700,000 for the initial 36-month period, subject to funding allocations and change. The contract term is 36 months with three additional one-year extension options based on need, performance, and funding availability.
