Description
The U.S. Department of Agriculture Forest Service requires annual preventative maintenance and daily monitoring services for a Northwind 100 utility-scale wind turbine. The contractor must provide all labor, transportation, supervision, and equipment; inspect, clean, and lubricate rotating components; monitor turbine performance and operational status; document maintenance activities; and report issues or anomalies. Work must comply with manufacturer specifications and applicable safety standards, and the contractor must be qualified to service Northwind turbine systems and operate independently without direct government supervision. The solicitation includes a base year covering September 25, 2026, through September 24, 2027, plus four one-year option periods through September 24, 2031. Technical capability, including the ability to maintain the turbine's drivetrain, blades, generators, gearboxes, hydraulics, and control systems, and past performance and experience will be evaluated along with price. Industry-accepted certificates must be submitted to demonstrate qualification. The acquisition is a Total Small Business Set-Aside and is subject to Service Contract Act wage determination WD 2015-5355.
