Description
The Bureau of Indian Affairs is soliciting a firm-fixed-price quotation from an Indian Small Business Economic Enterprise to prepare a NEPA- and ASTM E1527-21-compliant environmental assessment for the approximately 20-acre Grass Property on the Pine Ridge Reservation. The proposed action is limited to the Bureau's approval of a fee-to-trust application; no subsequent development, vegetation clearing, or physical land-disturbing activity is included. The solicitation clarifies that the previously referenced gaming purpose was erroneous and that the work must follow the Statement of Work's scope. The scope includes scoping notices and letters, a Phase I environmental site assessment, environmental and cultural-resources analyses, desktop review of biological records, technical support for Tribal and State Historic Preservation Officer coordination, a draft and final Environmental Assessment, a decision document, and the administrative record. The contractor is responsible for obtaining relevant biological information; field surveys or a Class III cultural-resources survey would require separate authorization if later determined necessary. No public meetings, hearings, or additional comment periods are required beyond the 15-day review of the draft Environmental Assessment. The period of performance is September 24, 2026, through January 31, 2027, and the quotation deadline has been extended to September 16, 2026, at 8:00 a.m. Pacific Time.
