Description
Adelanto Elementary School District is soliciting proposals from qualified providers to deliver high-dosage literacy tutoring for students in grades 2–8. The program prioritizes students of color, English language learners, students with disabilities, foster youth, students experiencing homelessness, and students experiencing poverty. Services are expected to focus on reading comprehension and fluency, align with school curricula, incorporate culturally responsive and inclusive practices, and embed social-emotional learning and positive behavioral supports. The program will serve up to approximately 3,000 students through fall and winter/spring cohorts, with tutoring delivered in person at students’ schools in one-to-one or small groups of approximately five students. Sessions must generally be at least 30 instructional minutes, at least three times per week, for 12 weeks, with providers supplying qualified tutors, materials, reporting, attendance tracking, data collaboration, and required staff clearances. The contract uses base and contingent outcome payments tied to student participation, reading growth, comprehension, and fluency, with a stated district maximum of $2,400,000. Proposals must include organizational information, relevant experience and references, service methodology, staffing and capacity, outcomes and evaluation approach, continuous-improvement practices, technology and data requirements, pricing, and the required executed exhibits.
