Description
Harris County Department of Education is soliciting proposals from qualified independent contractors to provide contracted instructional services during out-of-school time, including afterschool and summer programs. Services may be delivered in person or virtually at schools, community centers, summer camps, daycares, parks programs, college or university campuses, and other out-of-school-time venues throughout Harris County and surrounding counties. Programs may serve students in grades K–12, youth up to age 19 with documented disabilities, and their adult or family members. Proposers must offer age-appropriate, content-based programming that incorporates literacy, numeracy, or other learning objectives. The scope may include one-time or recurring sessions, qualified and consistent personnel, necessary materials, alternate personnel for absences, program data and narrative summaries, and timely invoicing. Related materials and software may also be offered when directly supporting the services. HCDE anticipates multiple, nonexclusive, as-needed awards with a five-year initial contract term and no guaranteed quantities. Proposals must include company information, organizational and market information, at least three governmental references from the last three to four years, pricing, and the completed vendor packet and required certifications. The attached Vendor Services Framework requires sample project and lesson information demonstrating literacy or numeracy integration, learning objectives, staff training and resources, and an optional sample lesson plan.
