This presolicitation concerns a forthcoming small-business Invitation for Bids for one firm-fixed-price contract covering design-bid-build construction along approximately 1.8 miles of the north bank of the Lower American River, at Sites 3-1 and 4-2, from Howe Avenue upstream toward Harrington Way. The work is intended to continue erosion-reduction efforts and protect the existing levee system and nearby infrastructure. The scope includes clearing and grubbing; excavation, material placement, embankment regrading, and engineered fill; soil-filled rock slope protection; buried launchable rock toes and overbank trenches; riprap and structural tie-ins to existing revetments; planting benches, instream woody material, grass seeding, and erosion-control measures; temporary haul routes, access ramps, load-distribution platforms, traffic and bicycle/pedestrian detours; utility relocation and protection; stormwater, water-quality, environmental, archaeological, biological, vibration, and construction-quality controls. The project is anticipated to require active-channel work during the July–October in-water window, a Project Labor Agreement, CMMC Level 1 self-certification, and extensive preconstruction, monitoring, testing, and closeout submittals. The estimated construction duration is 480 calendar days from Notice to Proceed, and the target price range is $45 million to $60 million. The solicitation is anticipated to be issued through PIEE, with bids tentatively due in December 2026; the current notice itself requests responses by October 20, 2026.
