Description

The City of Fountain Valley is soliciting proposals for comprehensive maintenance of approximately 59 city-maintained traffic signals and associated equipment. The scope includes routine preventive maintenance, extraordinary repairs, emergency response, traffic signal controllers and cabinets, signal heads, poles, mast arms, wiring, conduit, pull boxes, pedestrian indications, illuminated street-name signs, safety lighting, inductive loops, video detection, CCTV cameras, fiber-optic and twisted-pair interconnects, and related traffic-control devices. The contractor must provide qualified personnel, including IMSA Level II or higher traffic signal technicians and required electrical certifications, maintain appropriate tools, equipment, spare parts, testing facilities, records, reports, and 24/7 response capability. Emergency calls require arrival at the signal location within one hour, while routine requests generally require response within 24 hours. The contractor must also provide traffic control, monthly inspections and reporting, night inspections of safety lighting and illuminated signs, warranty coordination, and authorized upgrades or extra work. The contract term is two years, with two additional two-year extensions available at the City's discretion. Proposals are limited to 30 pages and must include a transmittal letter, company experience, key personnel and past performance, approach and schedule, project understanding, quality control, five comparable project references, a project management plan, and a separate cost proposal. The contractor must have been in business performing similar traffic signal maintenance for at least five years, maintain an operations facility within 30 miles of Fountain Valley, and provide current certifications with the bid package. Insurance requirements include commercial general liability, automobile liability, workers' compensation and employer's liability, technology errors and omissions, and applicable umbrella or excess coverage.
