Description
The California High-Speed Rail Authority is procuring overhead contact system (OCS) copper conductors for high-speed rail construction. The scope includes manufacturing 150 mm2 copper-tin contact wire and 65 mm2 bronze catenary/messenger wire in accordance with the technical specifications, applicable European and international standards, and Buy America requirements. The conductors must be newly manufactured, free of splices and defects, and supported by qualification testing, acceptance testing, certificates of compliance, quality-control documentation, and material traceability. The selected contractor will manufacture and deliver estimated quantities of 256,480 meters each of catenary wire and contact wire over Years 1 through 3. Deliveries are planned for the Authority's Wasco railhead in Kern County and a Fresno County railhead. The contract uses delivery orders and multiple Notices to Proceed, with an initial term of one to three years and optional work for northern and southern extensions. Award will be made to the lowest responsive, responsible bidder. A 10 percent bid bond is required, and the bid package must include the specified forms, certifications, technical criteria statement, seller's permit, applicable subcontractor commitments, and other required documentation.
