Description
The City of Albion is soliciting Statements of Qualifications for professional engineering services for a Clean Water State Revolving Fund-funded wastewater collection system improvements project. The scope includes cured-in-place lining of approximately 144,000 feet of gravity sanitary sewer, sanitary manhole lining, sewer and service replacement, water main and service replacement, roadway replacement, topographic surveys, utility investigations, pavement borings, permitting, design, construction engineering, field staking, materials testing, construction supervision, inspection, payment review, record drawings, and final inspection and testing. The selected engineer will also prepare and manage required state and federal funding documentation, including applications, fiscal sustainability planning, disadvantaged business enterprise documentation, FFATA reporting, Build America, Buy America documentation, Davis-Bacon documentation, environmental review coordination, financial status reports, and other Clean Water State Revolving Fund compliance requirements. The agreement will be a lump-sum, fixed-price contract with payment terms negotiated after selection. The estimated project cost is $23,110,000 for eligible work and $940,000 for non-eligible work. Qualifications should address the firm's experience with similar projects and state revolving fund programs, specialized knowledge, personnel, capacity, professional licensing, references, professional errors and omissions coverage, and commitment to Michigan.
