Description
The City of Toledo is soliciting a single all-inclusive hourly rate from licensed Asbestos Hazard Abatement Contractors to provide professional on-site monitoring, supervision, and regulatory oversight at fire-damaged and emergency-ordered demolition sites. The contractor must provide a state-certified Asbestos Specialist during debris sorting and loading, monitor dust control and handling procedures, inspect asbestos waste containers and labeling, and complete required Waste Shipment Manifests. All demolition debris will be treated as Regulated Asbestos-Containing Material (RACM). The contractor must prepare and submit Ohio Environmental Protection Agency demolition and renovation notifications, including emergency submissions and amendments, advance regulatory fees for reimbursement at cost, and complete an Asbestos Compliance Form for each parcel. Work is expected at approximately 35 emergency demolition events annually, with each parcel generally requiring one to two days of monitoring. The contract term is one year with three one-year renewal options. Ohio Department of Health Asbestos Hazard Abatement Specialist certification is required, along with compliance with applicable OEPA, Ohio Administrative Code, and NESHAP requirements. Prevailing wages, living-wage requirements, insurance, a bid guaranty, and specified City paperwork also apply.
