Description
The City of Toledo Department of Public Service, Division of Solid Waste, is soliciting bids for 2026 improvements to the landfill gas collection and control system at Hoffman Road Landfill. The work includes drilling seven 36-inch replacement gas-well boreholes; abandoning existing vertical and above-ground gas wells and piping; installing landfill gas wells, HDPE vacuum laterals, airlines, condensate forcemains, fittings, and related piping; connecting wells to vacuum, compressed-air, and forcemain systems; and installing QED quick-change wellheads, dual-extraction well caps, pneumatic pumps, cold-climate packages, tubing, lifting cables, and pump-cycle counters. Disturbed areas, roads, and access surfaces must be restored. The procurement is a lump-sum/unit-price construction bid with electronic submission through the PlanetBids portal. Bidders must provide project paperwork, line-item pricing, a 5% bid guaranty, a signed construction contract, tax-exemption certificate, preliminary construction schedule, three similar project references, and equipment and labor rates. The project is subject to Ohio prevailing-wage requirements, Toledo living-wage and labor-compliance requirements, insurance requirements, and a Project Labor Agreement if applicable. The successful bidder must submit certified payrolls during performance and attend a required pre-construction compliance meeting before work begins.
