Description
The Monroe County Road Commission is soliciting sealed bids for as-needed delivery of unleaded E10 gasoline and ultra-low-sulfur clear over-the-road No. 2 diesel fuel to two locations in Monroe County, Michigan. Deliveries must be made within 24 hours of an order, may involve split loads between locations, and must accommodate emergency, holiday, and weekend operations when necessary. The gasoline must meet specified EPA and ASTM requirements with a minimum R+M octane index of 87.0; the diesel must be biodiesel-free and have a minimum cetane rating of 40. The vendor must provide delivery documentation, including bills of lading or meter printouts and applicable rack-price documentation. Bidders must also provide a fixed per-gallon factor relative to the Detroit Market Area OPIS 10:00 a.m. Daily Rack Contract Average and bid a set per-gallon price for an optional winter diesel additive containing cetane enhancer, lubricity, anti-gel, de-icer, stabilizers, and cleaners. The contract is for one year, from October 12, 2026, through September 30, 2027, with up to two one-year renewals at the Road Commission’s discretion. Fuel is intended to be sourced within 100 miles of the primary delivery location. Subcontracting or assignment requires written approval.
