Description
The City of Toledo is soliciting bids for a forensic investigation and repair of an active or developing sinkhole beneath the Danny Thomas Park synthetic athletic field. The work includes field protection, turf and infill removal, excavation, subsurface and underground utility investigation, CCTV inspection of drainage piping, documentation of existing and discovered conditions, water control, standard backfill, compaction, independent testing, aggregate-base restoration, synthetic turf reinstallation, sewn seam repair, infill restoration, grooming, HIC/impact attenuation testing, cleanup, and final documentation. Major unforeseen underground repairs require written City authorization before proceeding. The prime contractor must demonstrate substantial synthetic turf experience, including at least 50 qualifying synthetic turf athletic fields constructed within the previous five years, current Synthetic Turf Council membership, an in-house ASBA-certified field professional, key personnel resumes, and 10 completed comparable synthetic turf repair references. The project is subject to prevailing-wage requirements, certified payroll, OSHA excavation safety, applicable insurance and bonding requirements, and a 30-day performance period beginning after the Notice to Proceed. A 100% performance and payment bond is required after award; a bid guaranty of 5% is required with the bid.
