Description
Contra Costa County seeks qualified firms to provide on-call right-of-way services for multiple public infrastructure projects and to establish a three-year pre-qualified shortlist for future project-specific contracts. Services may include property acquisition, appraisals, relocation assistance, title and escrow coordination, right-of-way mapping and document review, utility coordination, negotiations for property rights, eminent-domain coordination, right-of-way certifications, and sales of excess property. Firms may propose for on-call contracts, the shortlist, or both; the County may select up to three on-call firms and up to ten shortlist firms. No minimum work volume is guaranteed. Proposals must demonstrate the firm's relevant experience, qualified team, regulatory compliance, technical and quality-control capabilities, and financial and project-management capacity. The response includes a proposal narrative, experience statement, price proposal, anti-collusion statement, business registration form, addenda acknowledgment, supporting qualifications and compliance documentation, W-9 and state business-status verification, and applicable Caltrans disclosure and DBE verification materials. The narrative is limited to 15 pages, with a minimum 12-point font. Selected on-call contractors will have a three-year agreement term; payment limits are anticipated to range from $350,000 to $500,000 per contract.
