Description
The project is a single-bid, lump-sum contract for replacement of the modified bitumen membrane roof at Cottage 5 of Woodbine Developmental Center. The work includes complete roof tear-off; installation of a new adhesive-applied SBS modified bituminous roofing system with insulation, flashings, roof accessories, gutters, and roof-drain work; electrical modifications for rooftop equipment; wood blocking; exhaust-fan elevation; joint-sealer replacement; and removal and disposal of asbestos-containing roofing materials. The construction cost estimate is $741,427. Bidders must hold eligible New Jersey Division of Property Management and Construction classifications, or identify classified subcontractors for electrical and modified bitumen roofing work. The project includes a 150-calendar-day performance period from issuance of the Notice to Proceed, with no on-site work before March 15, 2027 and no more than 18 working days of roof-replacement work. Bids must be submitted electronically through Bid Express; paper bids are not accepted. A mandatory pre-bid meeting was held on September 29, 2026, and only contractors whose representatives attended may bid. The bid must include a 50% bid bond and power of attorney scan; the apparent low bidder must deliver the originals within 10 calendar days after the bid deadline. The solicitation also requires a 35% minimum self-performance level for contractors other than a single contractor, minority and female skilled-craft participation goals of 5% and 6.9%, and compliance with extensive insurance, bonding, hazardous-material, site-security, and construction-submittal requirements.
