Description
The Maryland Governor's Office of Crime Prevention and Policy is seeking a consultant to conduct an objective, data-driven study of Maryland's adult prison system. The work includes reviewing institutional policies, staffing, safety protocols, operations, violence and incident data, healthcare delivery, inmate populations, and program participation; comparing Maryland with other states and correctional best practices; and conducting interviews, focus groups, or surveys with facility leadership, correctional staff, stakeholders, and community partners. The contractor must provide actionable recommendations addressing rehabilitation, violence reduction, and deaths among incarcerated individuals and correctional staff, along with methodology documentation, monthly updates, an interim report, and a comprehensive final report. The solicitation requires qualified personnel with specified criminal justice, criminology, sociology, forensic psychology, public policy, quantitative and qualitative research experience. Proposals must include technical and financial volumes, minimum-qualification evidence, references, resumes and commitment letters for key personnel, organizational and work-plan information, financial capability information, insurance documentation, subcontractor information, affidavits, and other listed forms. The contract is firm fixed price, has a 12-month duration, and may not exceed $200,000.
