Description
The State of Delaware Department of Health and Social Services, Division of Public Health, seeks a primary contractor for WIC electronic benefit transfer services supporting approximately 24,000 participants across Delaware and approximately 75 authorized food vendors. The scope includes integration with the State's WIC-on-the-Web management information system; household account and benefit maintenance; EBT card production and distribution support; PIN management; real-time transaction authorization; retailer and third-party processor integration; POS deployment and maintenance for exempt vendors; vendor certification; settlement and reconciliation; reporting; customer service; training; testing; project management; disaster recovery; and ongoing system security and operational support. The contractor must comply with applicable federal WIC requirements and specified industry standards, maintain high system availability, protect and encrypt non-public data within the United States, and provide required administrative, technical, financial, participant, vendor, and fraud-reporting capabilities. The proposal must include a transmittal letter, technical and cost responses, specified vendor forms, business references, and applicable technical documentation. The solicitation states that the contract term is five years with two optional two-year extensions, subcontracting requires State approval, and no bid or performance bond is required.
