The City of Keokuk is soliciting bids for the demolition and soil remediation of the former Elkem Carbide property located at 365 Carbide Lane. The project involves clearing and grubbing, demolition of buildings and foundations, removal of contaminated soils, disposal of construction waste and household hazardous materials, pavement removal, and import of clean soil for backfill. The contractor must also provide topsoil (2 inches) and conduct compaction testing. An alternate bid item includes removal of gravel and pavement drive and replacement with clean gravel if contamination is found. The project requires compliance with SUDAS specifications and environmental regulations. A mandatory pre-bid meeting was held on March 17, 2026, and only attendees are eligible to bid.
