Description

The Sacramento Area Council of Governments (SACOG) is seeking one or more consultants for an on-call professional services agreement supporting environmental compliance for the 2027 technical update to the 2025 Blueprint, its Metropolitan Transportation Plan/Sustainable Communities Strategy. The work will carry forward the adopted plan's projects, programs, and policies while making limited adjustments to reflect current conditions without revisiting core assumptions or the certified Program Environmental Impact Report. Potential task orders include reviewing existing technical information and data, preparing or updating technical analyses, drafting addenda or supplemental environmental documents and related CEQA materials, supporting federal and state environmental requirements, preparing responses to public comments, advising on public review and noticing, supporting tribal consultation, and participating in public meetings, hearings, and presentations. The agreement is for a two-year term with an option to extend for three years; individual task orders are expected to be completed within 12 months unless otherwise agreed. Proposals must demonstrate relevant CEQA, regional planning, programmatic analysis, MTP/SCS or RTP/SCS PEIR, and environmental-document experience, along with qualifications, approach, staffing, references, rates, and required certifications and disclosures.
