Description
Bowling Green State University seeks proposals for a long-term public-private partnership to lease one or more areas of university-owned land and develop, construct, operate, and maintain digital billboards. Proposals may cover sites along an interstate corridor and/or other sites within the surrounding city; the University may select some or all proposed locations and may make multiple awards. The selected firm will be responsible for applicable permitting and zoning, billboard design and construction, advertising sales and content management, maintenance, and reporting. The University retains final approval over advertising content and physical designs. Proposals must describe the firm's experience, three similar relationships with references, key personnel, allocation of responsibilities, advertising standards and content-management processes, proposed billboard locations and specifications, and a financial plan for each billboard. The financial proposal must address the proposed agreement length, costs and payment structure, anticipated University revenue, and any additional incentives. The University anticipates a long-term agreement of 20 or more years but asks firms to propose a term. The solicitation states that the contract is expected to begin in May 2027, subject to required approvals.
