Description
TARTA seeks a qualified firm to develop and implement a workforce development program supporting its zero-emission bus fleet. Work includes assessing skills gaps; creating a phased training roadmap and role-based competency pathways; developing technical curriculum for zero-emission, battery-electric, hybrid, and related vehicle technologies; and establishing apprenticeship, related instruction, mentoring, and on-the-job training frameworks. Curriculum topics include high- and low-voltage safety, electrical theory, vehicle systems, diagnostics, troubleshooting, and maintenance practices, aligned with applicable industry standards. The contractor will also develop instructor and participant materials, practical exercises, assessments, apprenticeship tools, and a train-the-trainer program; recommend education, labor, and industry partnerships; assess training-related equipment and PPE needs; and establish tracking, evaluation, continuous-improvement, and sustainability processes. Deliverables include a skills-gap assessment, training roadmap, competency matrix, curriculum package, apprenticeship and OJT framework, instructor resources, equipment requirements, pilot evaluation, and implementation materials. Proposers must submit a separate technical proposal without pricing and a separate pricing submission, along with the required certifications.
