Description
The City of Toledo seeks approximately 3,000 tons of liquid carbon dioxide suitable for drinking-water treatment. The product must meet specified purity and contaminant limits and be certified to NSF/ANSI 60 standards. Bulk deliveries require certified weight documentation or qualifying meter slips, tamper-evident seals, and a certificate of analysis. The supplier must demonstrate the ability to deliver up to 100 tons within a five-calendar-day period after five days’ notice, provide a site safety inspection cost before initial delivery, and use specialized tanker trucks with airtight unloading and metering equipment. The driver or another supplier employee must perform unloading under City personnel supervision. Bids are evaluated on a lowest-and-best basis, considering price, past work or experience with the City, and local preference where applicable. The response must include the required project paperwork, bid guaranty, signed contract, product certification, delivery-capability affidavit, AWWA compliance affidavit, customer references, and safety data sheets. The contract provides for up to three years, with two one-year renewal options.
