Description
The Nature Conservancy's Pennsylvania and Delaware Chapter is seeking qualified suppliers for wetland, floodplain, and stream restoration services within Pennsylvania's Chesapeake Bay Watershed. The scope includes restoration construction procurement and bid administration; construction administration, oversight, reporting, and closeout; revegetation; post-restoration operation, maintenance, monitoring, and reporting; and restoration planning and design through concept, preliminary, intermediate, and final design phases. Suppliers may propose on the combined Task 1 package, Task 2, one or both operation and maintenance reaches, one or more design phases, or all applicable tasks. Pricing must be firm-fixed by task or design phase, with separate pricing for Tasks 1a and 1b and each additional task proposed. The priority project is the Harnish Run at Route 897 Floodplain Restoration in West Cocalico Township, Lancaster County. Work includes competitive construction procurement through PennBid, construction oversight, native planting and revegetation, monitoring and maintenance, invasive-species control, and technical restoration design and permitting support. The solicitation requires a technical proposal and a separate financial proposal, including task-specific pricing and customary professional-service rates. Applicable requirements include federal funding and procurement rules, Build America, Buy America requirements, DBE outreach and engagement, permitting and reporting obligations, and TNC's contractual clauses.
