Reading Housing Authority is soliciting separate stipulated-sum prime contracts for general, plumbing, and electrical construction for improvements and renovations at the Oakbrook Center for Early Education. The scope includes playground equipment and poured-in-place rubber surfacing; pavilion and site furnishings; splash pad and water-feature reconstruction; fencing, walkways, concrete and asphalt improvements, retaining walls, lighting, security features, a 500-kilowatt dual-fuel generator, utility and electrical distribution work, communications, cameras, speakers, plumbing, gas piping, ADA-related facilities, and related site work. Addenda clarify that concession rooms A101 and A102 are excluded, the general contractor is responsible for the generator gas line and project coordination, and bidders must price multiple deduct alternates, including the pavilion, backup generator, splash pad, gas-strut window, and playground equipment. Bidders may submit for one or more of the General Construction, Electrical Construction, and Plumbing Construction contracts through the online procurement portal. Required materials include the bid form, applicable pricing schedules, bid bond and certificates, HUD-5369A representations and certifications, non-collusive affidavit, Section 3 preference certification or NA designation, bidder qualifications, Section 3 certifications and compliance agreement, BABA acknowledgement, and signed copies of issued addenda.
