Description
The Borough of Wyomissing is seeking a professional services team for a phased needs analysis and conceptual planning effort concerning its existing Borough Hall and Police Department campus. The work will evaluate alternatives for addressing space constraints, operational needs, building-system deficiencies, accessibility, parking, security, historic and traditional character, and the Police Department’s needs for improved offices, locker rooms, evidence storage, processing areas, cells, parking, and patrol and supervisory space. The initial phase will produce practical, affordable concepts for Council review, followed by a hard stop before any further design or engineering proceeds. If Council selects a direction, the team may continue through architectural and engineering design, land-use approvals, bidding support, construction documents, and construction administration, including contract preparation and coordination, change-order processing, and submittal review. Proposers are expected to assemble partner firms for disciplines not performed in-house and identify team roles and rates. The project is anticipated to use Commonwealth of Pennsylvania Redevelopment Capital Assistance Program grant funding, with additional funding beyond the required match not yet decided; the meeting materials state that a prior renovation concept for an alternative property had an estimated total cost of $2,412,726, but no additional project funding has been committed.
