The U.S. Environmental Protection Agency is soliciting applications for cooperative agreements under Safe Drinking Water Act Section 1459E to expand career opportunities and public awareness in the drinking water and wastewater utility workforce. Eligible applicants include institutions of higher education, public works departments and agencies, nonprofit organizations, nonprofit professional or service organizations, nonprofit labor organizations, nonprofit community colleges, and other nonprofit training and educational institutions. For-profit organizations and hospitals are not eligible. Applicants must address exactly one of four project areas: targeted internship, apprenticeship, pre-apprenticeship, or postsecondary bridge programs; education programs for elementary, secondary, or higher education students; regional industry and workforce-development collaborations; or education and training programs for decentralized water workers serving private-well and septic-system communities. Applications must also address a geographic area and an innovative approach, and include a project narrative, partnerships, transfer of results, environmental results and measurement, milestone schedule, detailed budget, programmatic capability, and past performance. Up to 15 awards are anticipated, with a three-year project period and award ranges of $1,000,000 to $7,800,000 for Project Area 1 and $250,000 to $1,000,000 for Project Areas 2 through 4.
