The City of Clinton is soliciting separate proposal packets for grant administration services and statements of qualifications for professional engineering services for two EPA Congressional Directed Spending projects: a water improvements construction project and a wastewater improvements construction project. Grant administration duties include establishing grant and financial files, civil-rights compliance, payment requests, land and easement assistance, required reporting, grant modifications, closeout documentation, monitoring support, labor-standards compliance, environmental review for the wastewater project, and assistance with bidding and pre-construction activities. Engineering services include preliminary and final design as applicable, preparation of bidding documents, permits and approvals, bid schedules and specifications, budget updates, bid administration, bid review, construction engineering, shop-drawing and submittal review, pay-request and change-order review, and full-time construction observation and inspection. Respondents must provide relevant experience, at least three similar completed projects and references, staff resumes, project leadership, methods, and a project timeline. Three black-and-white copies of each applicable packet are due by noon on September 21, 2026; fees are not to be included in the grant-administration or engineering submissions at this stage.
